Implemented Sharable Portal Groups

    Portal Groups you define are publicly sharable if you wish now with a unique URL on a per portal group basis. You can get the URL from the normal Portal Groups page here: https://outgress.com/alerts/#groups

    For example, this is a portal group for around where I play:

    https://outgress.com/intel/?pg=15fxti2

    People viewing the portal group through the URL don't need to log in or be an Outgress user. A normal guest user can see it just fine if you give them the URL.

    Having the URL be specific to a Portal Group means you can change the portals within that Portal Group and the unique URL for that Portal Group will remain the same even after you change the portals in it.

    It would be really nice if you could set up alerts on a shared portal group that someone else is maintaining. Obviously it can be handled by the maintainer sending the notifications, but if you could control it the maintainer doesn't have to worry about also updating who gets the notifications.

    Well one issue I see with that is what happens when someone just deleted their portal group or changes it into something else completely? I know I've deleted portal groups and stuff. Might be simpler just to send alerts for that portal group to a destination that supports multiple people within it (for example a Slack channel).
